Solicitation Number:  36C10X26R0054  Notice Type:  Combined Synopsis/Solicitation  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation number 36C10X26R0054 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Proposal (RFP). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026. Requirement Description: VA has a requirement to purchase the Medtronic EndoFLIP 300 system and related accessories and to deliver the same to its VA Medical Centers around the country. The EndoFLIP 300 provides real-time measurements of the pressure and dimensions of the esophagus during endoscopic evaluation and surgical procedures through Impedance Planimetry. Impedance Planimetry is described as a catheter-mounted, balloon-covered probe placed during a regular endoscopy using sedation and inflated to prespecified pressures. During inflation, pressure sensors along the balloon measure intraluminal pressure and cross-sectional areas within a gastrointestinal lumen or sphincter. The measurements are used to calculate a distensibility index (mm2/mm Hg) or compliance of the evaluated area. A single award, Brand Name Only Requirements contract will be awarded for Medtronic EndoFLIP accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Proposals shall contain the terms for cost/price. The Government reserves the right to award without discussions.  The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 Surgical Appliance and Supplies Manufacturing, Product Service Code: 6515 Medical and Surgical Instruments, Equipment, and Supplies. This procurement action is Unrestricted Full and Open. This acquisition anticipates award of a single award Requirements contract in accordance with FAR Part 16.503 for Medtronic EndoFLIP 300 System and related accessories as identified in ATTACHMENT A PRICE COST SCHEDULE - NX EQ PHYSIOLOGIC MOTILITY ANALYZERS ENDOFLIP. All interested companies shall provide a proposal for all Contract Line-Item Numbers (CLINs) listed in ATTACHMENT A PRICE COST SCHEDULE - NX EQ PHYSIOLOGIC MOTILITY ANALYZERS ENDOFLIP.
