Justificativa: Conforme relatado no item 2.3 deste Termo de Referência, a tentativa anterior de aquisição (Dispensa Eletrônica nº 26/2026) restou fracassada/inexecutada devido à impossibilidade técnica e financeira de fornecimento. Diante do risco biológico e iminente colapso eletromecânico, faz-se necessário afastar a restrição de porte empresarial para garantir a ampla concorrência, mitigando o risco de um novo certame fracassado que agravaria o cenário de insalubridade.
