Será publicada Dispensa Eletrônica no sistema Compras.gov.br, nos termos do art. 75, inciso II, da Lei nº 14.133/2021. A adoção desse procedimento decorre da utilização da funcionalidade de Dispensa Eletrônica disponibilizada pelo sistema Compras.gov.br. Contudo, a contratação terá como fundamento os arts. 416, inciso II, e 420 do Regulamento de Licitações e Contratos da Conab – RLC (NOC 10.901), bem como, subsidiariamente, a Lei nº 13.303/2016. Em caso de dúvida ou divergência, prevalecerão os termos estabelecidos no Termo de Referência.
