A necessidade do objeto decorre da essencialidade desses medicamentos para o tratamento de transtornos depressivos e demais condições de saúde mental atendidas pela rede pública de saúde. A disponibilidade regular desses itens é indispensável para a continuidade dos tratamentos e para a segurança dos pacientes, sendo que eventual desabastecimento comprometeria diretamente a assistência farmacêutica e a prestação dos serviços de saúde pelos entes consorciados.
