Official description

ISED is currently modernizing and maturing its end-to-end systems development lifecycle and project management lifecycle processes. The Application Software Architect – Level 3 will support the modernization, configuration, enhancement and ongoing evolution of the Clarity PPM platform throughout the two-year contract period. The resource will provide architecture, technical design, configuration, integration, analysis, documentation and technical advisory services in support of ISED's Clarity PPM environment. The resource will work under the direction of the Project Authority, who will establish priorities and assign work based on departmental requirements, the Clarity PPM roadmap and emerging business and technical needs. The resource will perform tasks including, but not limited to, the following: A. Architecture and Technical Design - Develop technical architectures, frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements. - Analyze functional requirements to identify information, procedures and decision flows. - Define input/output sources, including detailed plan for technical design phase, and obtain approval of the system proposal. - Advise on implementation paths, integration, interoperability and risk mitigation strategies relating to the implementation of Clarity PPM specific to the ISED Test and Production environments. B. Business Requirements Analysis - Elicit and analyze business requirements and related processes while adhering to relevant government policies and directives. C. Documentation and Standards - Evaluate existing procedures and methods, identify and document database content, structure, and application sub-systems, and develop data dictionary. - Define and document interfaces of manual to automated operations within application sub-systems, to external systems and between new and existing systems. - Identify and document system specific standards relating to programming, documentation and testing such as program libraries, data dictionaries, naming conventions. D. Clarity PPM Configuration and Advisory Services - Provide advice and hands-on services to architect and configure Clarity PPM in version 16.3x or more recent version. - Provide advice and hands-on expertise related to reporting requirements, including reporting to Treasury Board. - Provide advice and expertise on Government of Canada direction in Clarity PPM implementations. - Provide advice and expertise on private sector direction in Clarity PPM implementations.
