Justifica-se pela necessidade de viabilizar o Seminário Guardiã Maria da Penha, a ser realizado em 10/12/2026 pela PBH, SMSP e GCM-BH, visando à capacitação de profissionais da segurança pública para o enfrentamento à violência contra mulheres e meninas. O evento contará com cerca de 150 participantes, sendo necessária a contratação de infraestrutura e serviços de apoio, incluindo credenciamento, alimentação, organização e demais recursos indispensáveis à sua realização.
