Official description
The Department of Veterans Affairs, Central Texas Veterans Health Care System, intends to procure one factory-new duplex oil-free scroll air compressor system. The requirement includes all equipment, controls, components, accessories, and ancillary items necessary to provide a complete and operational system, together with FOB Destination delivery, factory-authorized startup and operational verification, user training, operating and maintenance manuals, and manufacturer warranty support in accordance with the Statement of Work. This requirement will be competed as an open-market, 100-percent small-business set-aside under NAICS code 333912, Air and Gas Compressor Manufacturing, with a corresponding size standard of 1,000 employees, and PSC 4310, Compressors and Vacuum Pumps. The Government anticipates awarding a firm-fixed-price contract or purchase order using a lowest-priced technically acceptable evaluation methodology. Quoters must provide sufficient technical documentation to demonstrate that the proposed system meets every mandatory requirement of the solicitation. Quotations must identify the manufacturer, make, model, part number, country and place of manufacture, delivery schedule, warranty coverage, and authorized source for the proposed equipment. If the quoter is not the original equipment manufacturer, it must provide evidence that it is authorized to furnish the equipment and applicable manufacturer-supported startup, training, warranty, parts, and service. Award will be made to the responsible, eligible small-business concern submitting the lowest-priced technically acceptable quotation, provided the quoted price is determined fair and reasonable. The Government intends to evaluate quotations and make award without exchanges; therefore, quoters should submit their best technical and price quotations initially.
