Energy and climate tenders, 24–30 August 2026
Public buyers in Colombia, the Dominican Republic, Paraguay and Canada published 212 tenders tagged energy or climate between 24 and 30 August 2026, 4.7% of the 4,497 tenders we collected that week. Colombia accounted for 163 of them and the Dominican Republic for 44. Where a value was published, the tagged tenders added up to about US$18.1 million, although that total includes some tenders our keyword tagger picked up by mistake.

Some tenders carry both tags, so the energy and climate columns can add up to more than the total.
Colombia
The climate side of Colombia's list was mostly environmental work by regional environmental authorities (CARs) and local governments: ecological restoration, a payment-for-environmental-services scheme in water-supply catchments, biodiversity monitoring equipment, an update of Astrea's municipal environmental management system (SIGAM) and supervision of wastewater treatment plant designs in Sesquilé. The energy side mixed a grid extension in Riohacha, hybrid and solar power systems, an energy review at a SENA training centre and fuel for municipal fleets.
The Corporación Autónoma Regional de Cundinamarca (CAR) was the largest buyer by value, with four tenders worth about US$6.2 million. SENA's Caldas office posted four tenders, but they are really two purchases (electrical tools and electrical equipment for a training centre), each listed twice at different stages. The Secretaría Distrital de Ambiente posted three, worth about US$121,000.
- Participatory ecological restoration in priority micro-basins of the Río Bogotá basin. Buyer: Corporación Autónoma Regional de Cundinamarca (CAR). COP 23,776,349,950 (about US$5.9 million). Deadline: 15 September.
- Extension of medium- and low-voltage networks in the Los Trupillos neighbourhood of Riohacha, La Guajira. Buyer: Alcaldía Distrito de Riohacha. COP 746,055,273 (about US$187,000). Deadline: 3 September.
- Supply, installation and maintenance of hybrid power systems for aeronautical stations. Buyer: Aerocivil. COP 700,000,000 (about US$175,000). Deadline: 2 September.
A few smaller items are worth a look. Medellín put out a contract to review and update its climate action plan (COP 700,000,000, about US$175,000), and the National Natural Parks subaccount of Fonam tendered photovoltaic systems in Farallones de Cali National Natural Park, without a published value. Cormacarena tendered biodiversity monitoring equipment for COP 449,833,063 (about US$112,000).
We left several of the week's largest "climate" tenders out of this section because the tag came from words such as "ambiental", "ecológico" or "clima" in unrelated contracts: an ecological sports park in Sogamoso, supervision of a bridge widening in Envigado, and a study of the working climate at the tax agency (DIAN). Together, the false positives we found among the week's 25 largest tenders are worth about US$6.2 million, so Colombia's real energy and climate total for the week is well below US$16.6 million.
Dominican Republic
The Dominican Republic published 44 tagged tenders, 3.5% of its 1,246, and every one carried a value. Fuel dominated: seven of the nine Dominican tenders we reviewed were purchases of diesel, gasoline or prepaid fuel tickets. The two largest:
- Fuel for institutional use. Buyer: Instituto Nacional de Bienestar Estudiantil (INABIE). DOP 49,500,000 (about US$792,000). Deadline: 9 October.
- Regular diesel for its Monte Plata site. Buyer: Empresa Distribuidora de Electricidad del Este (Edeeste). DOP 16,920,000 (about US$271,000). Deadline: 2 September.
Paraguay and Canada
Paraguay's DNCP had four tagged tenders out of 138 (three climate, one energy) and CanadaBuys had one out of 48. None of them published a value, so they are not in the totals above.
What's still open
As of 24 September, only three of the week's 212 tagged tenders were still open. That is no surprise with a median bidding window of five days. The one worth flagging is INABIE's fuel purchase, open until 9 October. Another is the Envigado bridge supervision contract mentioned above, which is not an energy or climate job. The CAR restoration tender closed on 15 September and the Riohacha grid tender on 3 September.
Method and caveats
Counts cover tenders published between 24 and 30 August 2026. Our coverage of Colombia (SECOP II), the Dominican Republic (DGCP), Paraguay (DNCP) and Canada (CanadaBuys) starts on 25 August, so figures for 24 August may be incomplete. Brazil (PNCP) and Peru (OECE) are covered only from 17 September, so they are not in this roundup. Sectors are tagged automatically from keywords in the titles, so counts are approximate.
