Energy and climate tenders, 31 August–6 September 2026

Between 31 August and 6 September 2026, buyers in Colombia, the Dominican Republic, Paraguay and Canada published 257 tenders tagged energy or climate, 5.2% of the 4,923 tenders we collected. Colombia published 168 and the Dominican Republic 73. Where values were published they came to about US$21.2 million, with two solar contracts in Arauca and a run of environmental work in Medellín, Atlántico and Norte de Santander near the top.

Colombia

The largest genuine items in Colombia were environmental: environmental education, clean-up of streams and drainage channels to reduce disaster risk, reforestation, mangrove restoration and eco-efficient stoves paid for through a payment-for-environmental-services (PSA) programme. On the energy side, the two biggest tenders were both solar and both in Arauca department. Smaller items included fuel for vehicle fleets and the environmental management of oil-filled transformers owned by the judiciary.

The Medellín city government was the biggest buyer by value, with four tagged tenders worth about US$5.4 million, but one of them (a US$2.3 million supervision contract for the maintenance of learning spaces) is a keyword false positive. Medellín's climate action plan contract, first posted the week before, reappears this week as awarded. The Gobernación de Norte de Santander posted four tenders worth about US$1.1 million, including a reforestation contract.

Also on the list: the Departamento del Atlántico's mitigation works to restore streams and drainage channels (COP 6,554,316,726, about US$1.6 million), Villavicencio's eco-efficient stoves (COP 1,266,507,543, about US$317,000) and the Corporación Autónoma Regional del Canal del Dique's mangrove restoration (COP 1,141,694,890, about US$285,000).

As in the previous week, the word "ambiental" in supervision contracts inflated the climate count. Among the week's 25 largest tenders, the false positives we found (learning-space maintenance, a fire station, a swimming centre, aqueduct works, a data centre and more) add up to about US$4.9 million.

Dominican Republic

The Dominican Republic had 73 tagged tenders, 4.4% of its 1,656, worth about US$3.0 million. Fuel again made up most of what we reviewed: eight of the ten Dominican tenders. The largest was the Ayuntamiento de Santiago de los Caballeros' fuel purchase (DOP 60,974,900, about US$976,000). Two power-sector items stood out:

The Empresa de Transmisión Eléctrica Dominicana (ETED) posted four tagged tenders worth about US$76,000 combined.

Paraguay and Canada

Paraguay had 11 tagged tenders out of 232, nine of them energy, and four came from the Administración Nacional de Electricidad (ANDE). The Corte Suprema de Justicia also tendered maintenance of its emergency generator under a multi-year open contract. Canada had five out of 86, including a Public Works and Government Services (PSPC) request for petroleum, oil and lubricant products. No Paraguayan or Canadian tender carried a value in our data.

What's still open

Thirteen of the week's tagged tenders were still open on 24 September; the median bidding window was six days. Those we can point to:

  • Atlántico stream and drainage restoration works: until 29 September
  • Norte de Santander reforestation and fencing (COP 2,699,877,551, about US$675,000): until 30 September
  • PSPC petroleum, oil and lubricants: until 5 October
  • IDOPPRIL generator: until 19 October
  • Verón Punta Cana municipal district, fuel supply (DOP 24,180,750, about US$387,000): until 19 October
  • Santiago de los Caballeros, fuel: until 27 October

The Cravo Norte solar tender shows as closed in this week's listing, but the same contract was posted again on 18 September and that listing is open until 30 September.
