Energy and climate tenders, 7–13 September 2026
Between 7 and 13 September 2026, buyers in Colombia, the Dominican Republic, Canada and Paraguay published 213 tenders tagged energy or climate, 4.1% of the 5,173 tenders we collected. Colombia published 144 and the Dominican Republic 53. Where values were published they came to about US$11.7 million, and solar photovoltaic systems were the clearest theme in Colombia's energy list.

Colombia
At least six of the Colombian tenders we reviewed involved solar PV: equipment kits for rural municipalities in Tolima, panels for Fiscalía offices, PV systems for public buildings in Corozal (Sucre), a grid-connected system at a SENA centre in Caldas, solar street lighting for five indigenous reserves tendered by Cormacarena, and maintenance of the solar panels of the Superintendencia de Servicios Públicos Domiciliarios. The Armada Nacional also tendered power plants and generators for a naval base.
On the climate side there were water harvesting and silvopastoral systems in Córdoba, payment-for-environmental-services (PSA) schemes, including one in Maní (Casanare) that pays incentives in beekeeping units, a sustainability seal run by Corantioquia, local environmental management in Antonio Nariño, and supervision of a wastewater treatment plant in Pamplonita. Regional environmental authorities were again among the busiest buyers: the CVC posted four tagged tenders, and Cormacarena and the Corporación Autónoma Regional del Cauca three each. The Departamento del Arauca posted four, worth about US$227,000.
- Water harvesting and a silvopastoral system for indigenous farming families in Cereté, Córdoba. Buyer: Comunidad Indígena Tres Marías. COP 8,594,141,658 (about US$2.1 million). Deadline: 6 October.
- Photovoltaic equipment and materials in energy-solution kits for PDET municipalities and rural Ibagué. Buyer: SENA Regional Tolima. COP 2,414,771,000 (about US$604,000). Deadline: 23 September.
- Solar PV generation systems for Fiscalía offices nationwide, phase I. Buyer: Fiscalía General de la Nación. COP 1,447,956,602 (about US$362,000). Deadline: 18 September.
Also worth a look: the Gobernación de Sucre's PV systems for public entities in Corozal (COP 1,295,615,712, about US$324,000) and Cormacarena's solar public lighting for indigenous reserves (COP 332,719,049, about US$83,000). The Maní PSA tender appears twice in the data.
Keyword false positives were a smaller problem this week: about US$1.1 million among the 25 largest tenders. The biggest was a media-buying contract for Antioquia's health department, tagged energy and climate, most likely because "central" is also the Spanish word for a power plant.
Dominican Republic
The Dominican Republic had 53 tagged tenders, 3.1% of its 1,735, worth about US$3.0 million. Seven of the 13 Dominican tenders we reviewed were fuel purchases, and several hospitals and agencies tendered generator repairs or maintenance. The two items closest to the power sector came from generation:
- ION 8650 power quality meters for its hydroelectric plants. Buyer: Empresa de Generación Hidroeléctrica Dominicana (EGEHID). DOP 50,600,000 (about US$810,000). Deadline: 27 October.
- Civil and hydraulic materials for micro-hydro plant projects in several communities. Buyer: Ministerio de Energía y Minas (MEM). DOP 6,000,006 (about US$96,000). Deadline: 21 September.
The Empresa de Transmisión Eléctrica Dominicana (ETED) posted four tagged tenders worth about US$105,000.
Canada and Paraguay
Canada had nine tagged tenders out of 121, a 7.4% share, the highest of any country this week. Public Works and Government Services (PSPC) posted five of them, including a request for standing offer for into-plane aviation fuel for 2026–2028. Paraguay had seven out of 244; the Corte Suprema de Justicia tendered maintenance of the transformer and capacitor bank at the Palacio de Justicia in Encarnación. No Canadian or Paraguayan tender carried a value in our data.
What's still open
Thirty of the week's tagged tenders were still open on 24 September, with a median bidding window of six days. The ones we can point to:
